Technical Architect

Support a long‑term project delivered for an organization of the European Commission based in Brussels.

• More than 7 years of experience in software design preferred.
• 10 years of experience in back-end languages and frameworks such as Java, Jakarta EE, Spring, Spring Boot, Hibernate.
• 5 years of experience in scalable and maintainable software design.
• 5 years of experience in distributed systems design.
• 5 years of experience with networking concepts and protocols.
• 5 years of experience with enterprise integration patterns and APIs.
• 5 years of experience designing and implementing distributed transactional systems including ACID properties, two-phase commit (2PC), and XA transaction protocols.
• 5 years of experience with observability and monitoring practices including logging, tracing, and metrics.
• 3 years of experience with security principles and best practices.
• 3 years of experience with containerization tools such as Docker.
• Fulfillment of minimum requirements for eDelivery Back-end Software Engineer role.
• Excellent knowledge of English (minimum C1), strong written and oral communication skills.
• Experience producing structured technical documentation and presentations in English.
• Good knowledge of French (minimum B2) is an advantage.

Nice to have:

• Experience with eDelivery standards: OASIS ebMS3, AS4, SMP, BDXL, ebCore PartyId and related profiles.
• Experience with DevSecOps, CI/CD pipelines, and SDLC.
• Experience with cloud platforms such as AWS, Azure, or OVH.
• Experience with front-end languages JavaScript, HTML, CSS.
• Experience with front-end frameworks such as Angular, React, Bootstrap.
• Experience working in international/intergovernmental organizations or large public administrations.
• Experience diagnosing complex technical issues.
• Experience leading IT teams.
• Certification in Java enterprise-centric software architecture and/or development.

• Provide full oversight, coordination, and design of eDelivery products (Domibus, DomiSMP, DomiSML, eDelivery Conformance Testing Platform).
• Design, develop, and implement detailed technical architectures and implementation guidelines.
• Collaborate with stakeholders to gather technical requirements.
• Develop solution prototypes and proofs of concept.
• Ensure technical solutions align with business goals.
• Evaluate and recommend tools, frameworks, and technologies.
• Create and maintain detailed technical documentation including component designs, sequence diagrams, API specifications, configuration runbooks, and test strategies.
• Provide technical leadership and guidance to development teams.
• Conduct code reviews for quality and standards adherence.
• Identify and mitigate technical risks and issues including performance, security, dependencies, and technical debt.
• Stay updated with emerging technologies and industry trends.
• Define non-functional requirements, establish performance budgets and Service Level Objectives (SLOs), and plan for system capacity and scalability.
• Implement observability (logging, metrics, tracing) and reliability patterns to ensure system resilience and performance.

Services must be performed from within the EU. Two physical meetings with the customer per 12-month period are required at the contractor’s cost.
