Technical Architect

This role is part of a long-term project delivered for an organization of the European Commission based in Brussels.

• More than 7 years of experience in software design.
• 10 years of experience in back-end languages and frameworks (e.g., Java, Jakarta EE, Spring/Spring Boot, Hibernate).
• 5 years of experience in software design to create scalable and maintainable solutions.
• 5 years of experience in distributed systems design.
• 5 years of experience with networking concepts and protocols.
• 5 years of experience with enterprise integration patterns and APIs.
• 5 years of experience designing and implementing distributed transactional systems (ACID properties, two-phase commit (2PC) and XA transaction protocols, and transaction management across heterogeneous middleware such as application servers, message brokers, and databases).
• 5 years of experience with observability and monitoring practices (e.g., logging, tracing, metrics) for system reliability and resilience.
• 3 years of experience with security principles and best practices.
• 3 years of experience with containerization tools (e.g., Docker).
• Fulfil the minimum requirements for the role of eDelivery Backend Software Engineer.
• Excellent knowledge of English (minimum CEFR level C1) with strong written and oral communication skills.
• Experience producing structured technical documentation, specifications, and presentations in English.
• Good knowledge of French (minimum CEFR level B2) is considered an advantage.

Nice to have:

• Experience with key standards around which eDelivery is built: OASIS ebMS3, AS4, SMP, BDXL, and ebCore PartyId and the eDelivery profiles thereof (profiles with more than 2 years of experience will be evaluated more favourably).
• Experience with DevSecOps practices, Continuous Integration and Continuous Delivery (CI/CD) pipelines, and Software Development Life Cycle (SDLC) (profiles with more than 3 years of experience will be evaluated more favourably).
• Experience with cloud platforms such as AWS, Azure, or OVH (profiles with more than 3 years of experience will be evaluated more favourably).
• Experience with fundamental front-end languages such as JavaScript, HTML, and CSS.
• Experience with front-end frameworks and libraries (e.g., Angular, React, Bootstrap) to design responsive and maintainable user interfaces.
• Other skills and expertise applicable from the eDelivery Backend Software Engineer role.
• Experience working in an international/intergovernmental organisation or central national administration (e.g., European Institutions or other large public administrations).
• Experience diagnosing complex technical issues.
• Experience leading an IT team.

Certificates:

• Certification of expertise in Java enterprise-centric software architecture and/or software development.

• Provide full oversight, coordination, and design of one or more of the eDelivery products (Domibus, DomiSMP, DomiSML, eDelivery Conformance Testing Platform) in coordination with the eDelivery Solution Architect(s).
• Design, develop, and implement detailed technical architectures and implementation guidelines for systems and applications.
• Collaborate with stakeholders to understand and gather technical requirements.
• Develop solution prototypes and proofs of concept.
• Ensure technical solutions align with business goals and objectives.
• Evaluate and recommend tools, frameworks, and technologies.
• Create and maintain detailed technical documentation, including component designs, sequence diagrams, API specifications, configuration runbooks, and test strategies.
• Provide technical leadership and guidance to development teams.
• Conduct code reviews to ensure quality and adherence to standards.
• Identify and mitigate technical risks and issues, including those related to performance, security, dependencies, and technical debt.
• Stay updated with emerging technologies and industry trends.
• Define non-functional requirements (NFRs), establish performance budgets and Service Level Objectives (SLOs), and plan for system capacity and scalability.
• Implement observability (logging, metrics, tracing) and reliability patterns (e.g., graceful degradation, backpressure) to ensure system resilience and performance.
