OOTS Backend Software Engineer (m/f/n)

This role is for an experienced software engineer to work on a long-term international project for a European Union Organisation based in Brussels, via the partner company Shimi.

• At least 15 years of relevant experience including a minimum of 10 years in Java.
• Experience with Java Object Oriented Querying (JOOQ) and JAXB for at least 1 year.
• At least 5 years experience with Spring (Spring Boot, Spring Restful, Spring amqp, Spring Security) and build/dependency management tools like Maven.
• At least 5 years experience designing and building secure RESTful APIs and web services, including OpenAPI documentation and standards such as XML, XSD, XSL, XPath, JSON, and JSON Schema.
• At least 5 years experience with web security and API security techniques including HTTPS, TLS, OAuth 2.0, OpenID Connect, mTLS, JWT, and OWASP mitigation practices.
• At least 10 years experience with relational databases, specifically PostgreSQL, including complex SQL, query optimization, indexing, and schema migration.
• At least 5 years experience designing and operating message broker topologies using RabbitMQ or similar, and database migration tools like Flyway.
• At least 4 years experience with containerization and orchestration (Docker), DevSecOps tooling including version control (Git), issue tracking (JIRA), collaboration (Confluence), and CI/CD pipelines (GitLab).
• At least 10 years experience in full web development lifecycle including Git workflows (trunk-based), code reviews, and static analysis tools (SonarQube).
• At least 1 year experience with Once-Only principle support in public administration information systems.
• English language proficiency at B2 level (CEFR).

Nice to have:

• Experience with Schematrons.
• Experience with open standards for service discovery and document exchange such as ebMS3, AS4, or Service Metadata Publishing (SMP).

• Contribute to the development of OOTS Common Services such as CS Admin Tool, Semantic Repository, Notification Service, and others in coordination with the Lead Architect(s).
• Design and develop APIs.
• Develop and maintain services and business logic using back-end programming languages.
• Perform unit and integration testing, debug, fix, and validate code.
• Deliver solutions meeting functional and non-functional requirements.
• Implement authentication and authorization mechanisms to secure API endpoints and services.
• Profile and optimize database query plans and index strategies.
• Design caching strategies.
• Design and operate message broker topologies (queues, topics, dead-letter handling).
• Write technical documentation.
• Enforce data integrity constraints at the application and database level.

Services must be performed from within the EU. Two physical meetings with the customer are foreseen per 12-month period, max 2 days each, and are at contractor’s cost.
