Technical Program Manager

The role is for a Senior Technical Program Manager to lead two connected migration workstreams within Mosaic, a technology modernization and risk reduction initiative. Mosaic integrates risk-reduction and modernization efforts across identity, access, infrastructure, and audit readiness. The position involves collaboration with engineering, security, infrastructure, platform, and business teams on a technically complex and security-sensitive program.

• Strong experience as a Technical Program Manager or similar delivery leadership role.
• Proven leadership in multi-team migration or transformation programs within complex technology environments.
• Experience with identity, access, endpoint, infrastructure, or platform-related migrations.
• Ability to drive initiatives combining technical migration, stakeholder management, operational readiness, and controlled rollout.
• Credibility working with senior engineers, architects, security stakeholders, and business sponsors.
• Experience managing risks, dependencies, scope trade-offs, issues, and cross-team conflicts.
• Ability to focus on delivery beyond PM frameworks and reporting.
• Strong written and verbal communication skills, including executive reporting and decision framing.
• Strong organizational and problem-solving abilities.
• Ability to understand complex technical dependencies and translate them into business and delivery implications.
• Fluent in English.

Shape the Program:

• Translate two migration objectives into an executable program with clear workstreams, milestones, owners, and success criteria.
• Define scope boundaries and responsibilities among TPM, engineering, security, platform, O365 administrators, and business stakeholders.
• Create and maintain an integrated roadmap and identify the critical path.
• Identify staffing, technical decisions, or leadership support needs to ensure delivery.

Drive End-to-End Delivery:

• Own the integrated delivery plan from analysis through migration design, execution readiness, rollout, and closure.
• Coordinate technical teams and external contributors.
• Ensure migration activities cover business readiness, communication, cutover planning, fallback, and validation.
• Track progress and alignment with program objectives.

Manage Risks, Issues, and Dependencies:

• Maintain transparency of risks, issues, dependencies, and decisions across workstreams.
• Identify and resolve delivery blockers proactively.
• Manage dependencies like device strategy, regional rollout constraints, tenant dependencies, identity prerequisites, and team capacity.
• Escalate issues with recommendations and follow through until resolution.

Establish Program Governance:

• Set lightweight governance suitable for a security- and migration-focused program.
• Own integrated plan, RAID log, dependency map, decision log, stakeholder map, and executive reporting.
• Establish migration-readiness checkpoints and ensure timely decisions.
• Focus governance on delivery discipline and effective decision-making.

Apply Technical Fluency:

• Collaborate closely with identity, endpoint, infrastructure, security, and platform specialists.
• Understand implications of managed-device rollouts, AWS-hosted VDI access, Entra ID, Active Directory, O365 administration, access governance, and legacy retirement.
• Challenge migration sequencing and identify hidden technical prerequisites.
• Translate technical constraints into business and program implications for decision-making.

Business travel to Toronto, Canada is required.
