DMP (Direktoratet for medisinsk kvalitetsregister) underwent a model for managing fees and charges established in 2017-2018, with ongoing reviews to assess resource use against budget appropriations. Since 2024, DMP has had increased responsibilities and became a directorate. The assignment involves thorough review and updating of fee and charge management, including legal and financial analyses to improve accuracy and compliance.

• Minimum 8 years of relevant experience.
• Master's degree in economics.
• Experience with developing economic models including fee measurement.
• Experience with state budget processes.
• Availability during the contract and optional extension periods.

Delprosjekt 3 - Kartlegge inntektsbevilgning, utgiftsbevilgning og DMPs utgifter:

• Map and clarify which parts of expenditure appropriations align with various fee and charge posts in the state budget.
• Assess DMP's resource use related to different fees and charges by converting personnel time to expenses allocated under specific fee categories.
• Evaluate flexibility in the use of received appropriations, interpreting relevant regulations.

Delprosjekt 4 - Gebyr- og avgiftsmodell:

• Establish updated fees and charges aligned with regulatory requirements (R112/15, Prop. 1S).
• Review and update current fee portfolio, including phasing out irrelevant fees and creating new ones as needed.
• Operationalize cost and time concepts for fee calculation, including time registration and cost inclusions.
• Review the basis for percentage rates for charges, aiming for appropriate management of fees.
• Address additional relevant tasks arising during the assignment.

Applicants must have minimum 8 years of relevant experience and be economists with at least a master's level in economics. The consultant's employer is considered a lessor under the Working Environment Act. The position is aimed at senior professionals. Application deadline is September 28 (internal).
