Business Analyst (EU Public)

The project is delivered for Frontex, the European Border and Coast Guard Agency, as part of its Enterprise Software Platforms Portfolio. It supports the automation of business processes and improves communication and collaboration through applications, tools, Intranet, and Extranet solutions based mainly on SharePoint and ServiceNow. The portfolio supports various Frontex divisions, including HR, Legal, ETIAS, Equipment, Logistics, and Operations, with multiple projects and products continuously developed and implemented in a growing and demanding environment.

• Minimum 5 years of relevant IT professional experience.
• Minimum 3 years of project experience relevant to the profile or similar role.
• Higher vocational education (minimum Bachelor's degree).
• Holds at least one certification: Certification of Capability in Business Analysis™ (CCBA) or equivalent, or Certified UML Professional certificate at foundation level or equivalent, or BPM 2 fundamental level or equivalent.
• Completed at least one full Software Development Life Cycle (SDLC).
• Knowledge in business processes modelling using BPMN notation.
• Experience in requirements elicitation, analysis, and user story definition.
• Knowledge of analysis and modelling notations such as UML (e.g., capability diagrams, activity diagrams, state diagrams, logical data models).
• Proficiency in modelling tools such as Sparx Enterprise Architect, ARIS Architect, or equivalent.
• Excellent analytical and communication skills.
• Ability to create and maintain analytical and project documentation effectively.
• Strong problem-solving skills.
• Role as BA for a large-scale project (above 1 year duration and over €1M budget) deploying enterprise resource planning system.
• Experienced in analysis of business processes: Logistics, Warehouse Management, Asset Management, Fleet Management, Financial Management, Legal, HR, Project Management.
• Experienced in business/system analysis considering ServiceNow platform capabilities including ITSM (Hardware Asset Management, CMDB), SecOps, Customer Service Management, Enterprise Assets Management, Strategic Portfolio Management in on-prem and cloud setups.
• Possess at least one valid ServiceNow certificate: Certified System Administrator, Citizen Developer, Certified Implementation Specialist, or other relevant certificates issued by ServiceNow.

• Models and documents value chain/streams, business processes, roles, capabilities, and data.
• Elicits and analyses business needs, requirements, and user stories.
• Supports business experts and product owners during requirements definition and software development.
• Maintains and tracks requirements and user stories throughout the system lifecycle.
• Translates business, user, and technical needs into business requirements specifications.
• Maps business goals, project benefits, priorities, components, and system features.
• Analyses available systems and supports identification of options for potential solutions.
• Supports preparation of business cases and feasibility studies.
• Contributes to systems design, testing, quality assurance, and change management.
• Designs, validates, and tests business processes to achieve business process excellence.
• Takes a holistic approach in planning and managing programs for continuous improvement of business processes.
• Coaches Frontex staff on upcoming changes, ensuring plans for new skills and process changes.
• Collaborates with owners of end-to-end processes to seek out continual process improvements.
• Identifies opportunities for business process improvement leading to improved customer service, lower costs, or higher revenue.
• Communicates project objectives, business case, requirements, and scope to all stakeholders.
• Quantitatively analyses business processes performing cost-benefit and what-if analyses.
• Plans organizational change processes and implements performance monitoring systems for business processes.
• Supports business users in developing strategic and tactical plans.
• Supports definition of transition roadmaps for business architectures.
