Business Analyst/Consultant – Public Services Institutions – German Speaker

The role is within the Public Services team, supporting central and local government institutions across Germany in transforming operations by leveraging digital innovation, data, and advanced technologies. The target sub-industries include Social Services & Nonprofit, Revenue, Tax & Central Government, Defense, Public Safety, Borders & Law Enforcement, and Cities & Infrastructure.

• Minimum Bachelor's degree.
• 2+ years of exposure to Consulting and/or experience in Public Service institutions (local government, EU institution, international agency, or global NGO).
• German language proficiency at upper intermediate B2 level with ability to use it professionally.
• Ability to conduct primary and secondary research, generate actionable insights, and present findings.
• Good analytical skills with command of data analytics and visualization tools.
• Excellent communication, interpersonal skills, cross-cultural competence, and adaptability.

Nice to have:

• Exposure to Digital Transformation programs in Public Services.
• Interest and ability to discuss technology trends and use cases.
• Experience in business analysis including requirements gathering, process mapping, and gap analysis.
• Familiarity with Agile/Scrum methodologies.
• Exposure to regulatory frameworks.
• Security Clearance EU/NATO.

Project Delivery:

• Deliver projects for public sector clients with medium to large teams.
• Conduct strategy, business analysis, process design, and change management.
• Act as a bridge between business and technology teams to ensure understanding and delivery of solutions.
• Facilitate workshops and discussions with stakeholders to gather requirements and align on solutions.
• Manage effective stakeholder communication throughout the project lifecycle.

Business Development:

• Support sales team to identify and win potential opportunities within the practice.

Industry Experience:

• Provide expertise in at least one Public Service sub-segment.

Domain Development:

• Develop assets, methodologies, point-of-view materials, research, and internal tools for the community.
